Kèr Kārjā (/cəˑr/ /ʤəˑ/ [shape; pattern; structure; shadow; style; rhythm; motif; constellation] [able; capable; competent]) is a subtropical Town located in Redhedge Dutchy, Fidhi̊si Provence, within the Dalandic Empire.

The name Kèr Kārjā is derived from the Tauric language, as Kèr Kārjā was founded by Dyêbêbm Rees Ji̊wo, who was culturaly Tauric.

Climate

Kèr Kārjā has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a pleasant 21°C (69°F). Kèr Kārjā receives an average of 138 cm/y (54 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Kārjā covers an area of nearly 5 km2 (2 mi2), and an average elevation of 6626 m (-21210 ft) above sea level.

Overview

Kèr Kārjā was founded durring the late 16th century in fall of the year 1476, by Dyêbêbm Rees Ji̊wo. The establishment of the new community went well, with no major obsticles durring construction.

Kèr Kārjā was built using the conventions of Tauric durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Kārjā is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Kārjā is buildings are speckled and packed arround crampt cobblestone streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town posesses a mighty albit amaturly crafted stone wall. It was built using querried stone blocks and posesses all of the standard defencive features, including a few watch towers. While it would last against a siege, the wall's outdated and simplistic construction method percludes the possability of Kèr Kārjā weathering a full scale bombardment durring a siege. Kèr Kārjā's budget focused millitary grade defenses are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

A look around Kèr Kārjā is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Kèr Kārjā has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Kārjā. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Kārjā's parks.

Kèr Kārjā has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Kārjā.

Kèr Kārjā has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Kārjā has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Kārjā has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Kārjā's public wards, blessings, and other arcane systems.

Kèr Kārjā has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Kārjā's natural decorations nor waterways.

Kèr Kārjā has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Kārjā has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Kārjā's bank was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..

In Kèr Kārjā snow is warm to the touch and does not melt within city limits. Also it only happens during summer.

The Bacallia near Kèr Kārjā are known to be more aggressive than normal.

Kèr Kārjā's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves drinking to channel Wild Magic energies of tier 3 via recitation of poetic epics.

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of protected Kèr Kārjā's harvest from an army of bandits. Kèr Kārjā created a local delicacy in 's honor which is served at festivals.
